All three proposals presented at the city of St. Louis' Tax Increment Financing Commission's recent meeting were reinventions of condo projects that had failed in their previous incarnations to get off the ground.

The most daring of these three plans proposes erecting a 175-foot Ferris wheel on land just north of Laclede's Landing. It would be known as the Sky Wheel St. Louis and is backed by the Rodgers Group, a Clayton-based company owned by brothers Mark and John Rodgers.
